Unofficial Minutes from the November 18, 2021, American Rescue Act Meeting
Glenn Eagan called the meeting to order at 9:06 am.
Those present were Glenn Eagan, Andrew Coon, Wendeline Brumbaugh, Rhonda Ahern, Harold Eckler, Tom Shively, Terry Mefford, Stephanie Bender, and Alonna Kiser with MTRCOG.
Wendeline Brumbaugh made a motion to approve the agenda. Andrew Coon seconded the motion passes with all members voting yes.
Wendeline Brumbaugh made a motion to approve the minutes from the September 23, 2021 meeting. Andrew Coon seconded, motion passes with all members voting yes.
Tom Shively made a motion to allow Alonna Kiser to contact the applicants directly if needed on our behalf. Harold Eckler seconded, motion passes with all members voting yes.
Request # 25 & 26 Historic Bethel German Colony requesting $15,085.00 to purchase tables, chairs, and dividers to help with social distancing. Also loss of revenue for the events that had to be canceled. The Bethel Fest Hall is requesting $99,357.00 for loss of revenue: Larry Smoot and Courtney Culler were present to speak about the Historic Bethel Colony and the Historic Bethel Fest Hall. They explained events they hold and services they provide. Andrew Coon made a motion to reimburse for the chairs and tables that they purchased in the amount of $2985.20. Rhonda Ahern seconded, motion passes with all members voting yes. Wendeline Brumbaugh abstains from the vote.
Request # 11 Kimberly’s Daycare: Owners Creighton and Kimberly Gaines were present to speak about their request. After discussion Rhonda Ahern made a motion for Creighton and Kimberly to submit bills from March 3 up to the amount of $24,000.00. This will be paid in one lump sum. Wendeline Brumbaugh seconds, motion passes with all members voting yes. Stephanie Bender abstains.
Request # 10 Shelbina Fire Protection District: Allen Wilt was present to speak to the commission about the Bauer Legacy Compressor, oxygen tank filler, they requested funds for. Allen informed the Committee that all of the county fire departments have access to this piece of equipment and use it free of charge. Andrew Coon made a motion to pay $36,000.00 to the Shelbina Fire Protection District for the Bauer Legacy Compressor. Wendeline Brumbaugh seconded motion passes with all voting yes.
Request # 18 Village of Bethel: Shoulder work on Hwy 15 requesting $7,000-$8,000 Tabled
Request # 19 & 21 The Herald and Independent Courier: Administrative expenses to put add in the papers advertising application dates in the amount of $30.00. Wendeline Brumbaugh made a motion to pay these bills. Andrew Coon seconded motion, motion passes with all voting yes.
Request # 24 Masks for court house: Harold Eckler made a motion to reimburse the $42.45 for the masks. Tom Shively seconded motion passes with all voting yes.
Request # 20 Shelbina Arts Council: Tom Shively made a motion to table since we are needing more information. Rhonda Ahern seconded motion passes with all voting yes.
Request # 22 Peoples Clinic: Request payment for covid tests given to students at school so they can stay in school in the amount of $4,500.00. Andrew Coon mad a motion to approve contingent on receiving the invoices. Harold Eckler seconds, motion passes with all voting yes, and Rhonda Ahern abstained.
Request #23 Shelby County Senior Citizens: Request $58,807.72 for sanitation/air purifier system, utilities, cost increase on various items, kitchen equipment. Andrew Coon made a motion to reimburse purchases after March 3, 2021. With further documentation on utilities and food cost increase in 2021 only. Wendeline Brumbaugh seconded. Andrew Coon withdrew his motion and Wendeline Brumbaugh withdrew her second. This will be voted on by email when a dollar amount can be given to vote on.
Request # 28 Shelby County Assessor: Request for Arial Photography for County in the amount of $50,000.00. This request was tabled.
Request # 29 University Extension: Funding for food program that the Extension offers in the amount of $4,000.00. This request was tabled as we need to know what the expenses are for, how are they covid-19 related?
Request # 30 Bethel Community Center: Building repairs that were needed to be done to the heating system and other various areas in the amount of $27,662.40. Rhonda Ahern made a motion to grant requests #1 asking for $2,744.87 to repair the heating system. Request #2 Hydronic hot water hanging units in the amount of $2,700.00 and request #4 to purchase a 50 gallon hot water heater for the other shower room in the amount of $500.00. For a total amount of $5,944.87. Wendeline Brumbaugh seconded motion, motion passes with all members voting yes.
Request # 31 Communities Taking Action: Request for help with utilities in the amount of $3,680.21. After reviewing this request some of the items could not be granted as they are before the beginning grant date of March 3, 3021. The total for the insurance is $538.40, water expense total is $553.13, and electric expense is #1,333.00. The grand total for utilities for March 3, 2021 to present is $2,424.53. Wendeline Brumbaugh made a motion to pay the insurance and utilities in the amount of $2,424.53. Andrew Coon seconded that motion. Motion passes with all members voting yes
Request # 12 Shelby Community Fire Department: Request $45,000.00 to remodel the classroom and bathroom area of the fire station. A motion was made by Harold Eckler to grant $38,000 to the fire department. Andrew Coon seconded the motion, motion passes with all members voting yes.
Harold Eckler left the meeting.
Request # 27 Salt River Community Care: Requesting $43,052.54 to help with traveling nursing expenses and ppe. Andrew Coon made a motion to grant them $43,052.54. Wendeline Brumbaugh seconded the motion, motion passes with all voting yes.
The Committee will start accepting applications for the next round on February 28, 2022 the due date is April 15, 2022. This is for expenses incurred beginning March 3, 2021.
The next American Rescue Meeting will be May 2 at 9:00 am at University Extension Building.
Tom Shively made a motion to adjourn. Andrew Coon seconded motion, with all members voting yes. Motion passes. Meeting is adjourned until May 2, 2022 at 9:00 am at University Extension.
