Glenn Eagan called the meeting to order at 9:03 am.
Those present were Glenn Eagan, Wendeline Brumbaugh, Tom Shively, Terry Mefford, Stephanie Bender, Amy Harre, and Ashley Long with MTRCOG. Special guests Josh Rich, D.J. Reitz, Luke Reitz, Jeff Gander, Gentry Buzzard, Dillon Broeckling, Liz Miles, Marge Gander, and Mark Copenhaver were all present to speak for the Moonshiners request.
Tom Shively made a motion to approve the minutes from the May 2, 2022 meeting. Wendeline Brumbaugh seconded, motion passes with all members voting yes.
Moonshiners spoke about their plans with the organization and the building. The building is a place to host community and family events and has been in bad repair so it hasn’t been available for many events. The repair would help to once again make the building available for use. It was stated the Moonshiners are about more than the organization, it’s about the Community, and it’s about a place for fundraising events for the community, scholarships for senior students. It is a place for receptions and family reunions to be held. They asked that their denial from the last meeting to be reconsidered.
REQUEST # 14 Shelby County Courthouse roof repair $25,000.00: Terry Mefford moved to table this request. Wendeline Brumbaugh seconded, motion passes with all voting yes.
Request # 18 Village of Bethel road work on shoulder $7,500.00: Amy Harre made a motion to table this request. Terry Mefford seconded, motion passes with all voting yes.
Request # 20 Shelbina Arts Council Rev Loss $25,000.00: Tom made a motion to grant $12,500.00 for equipment upgrades/loss of revenue. Amy Harre seconded, motion passes with all voting yes.
Request # 40 Shelby County Senior Citizens storage building $46,577.00: Amy Harre made a motion to pay 2/3 of the building project. Wendeline Brumbaugh seconded, motion passes with all voting yes.
Request # 41 Mark Twain Internet $1,470,000.00: Amy Harre motions to table broadband request. Wendeline Brumbaugh seconds, motion passes with all voting yes.
Request #42 City of Clarence generator for $34,750.00: Amy Harre make a motion to table all city requests. Tom Shively seconds, motion passes with all voting yes.
Request # 46 Camp Jo-Ota $13,364.33: Amy Harre made a motion to grant $13,364.33. Tom Shively seconds, motion passes with all voting yes. Terry Mefford abstains.

Request # 48 Shelby Co Fair purchase of a tractor $48,047.71: Tom made a motion to grant $24,000.00. Amy Harre seconds, motion passes with all voting yes.
Request # 49 Shelbyville Moonshiners building repair $139,800.00: Wendeline Brumbaugh made a motion to grant $48,000.00 pending 2 more bids to follow the procurement procedure. Tom Shively seconds, motion passes with all voting yes.
Request # 52 Clarence Nursing Home HVAC System $314,246.00: Tom made a motion to grant $87,822.50. Wendeline Brumbaugh seconds, motion passes with all voting yes. Amy Harre abstains.
