County Clerk Provides Information Regarding New Photo ID Laws for Election

Shelby County Clerk Stephanie Bender provided information regarding new photo ID laws for the November 8, 2022 Election.
1. Can I still use my Voter Id Card or a utility bill with my address on it to vote?
a. You may still vote, but these are no longer acceptable forms of identification. If you are using one of those two forms of id you will have to fill out a blue provisional and after your signature is checked after close of election with your signature on file, then it will be put into the system to be counted.
2. Can a voter use an expired Mo driver’s or non-driver’s licenses to vote under the new law?
a. Yes, depending on the expiration date. 15.427(3)(c) lets voter show an expired ID as long as it expired after the most recent general election (November 3, 2020)
3. Can I vote with an out of state driver’s license and or my voter id card?
a. Yes, you may vote, but you will have to vote the blue provisional. Your signature on the blue provisional envelope will be checked with your signature on file in the Clerk’s Office after the close of Election. When it is determined that the signatures’ match your vote will be put into the election system to be counted.
4. What is a blue provisional ballot?
a. The blue provisional is actually an envelope your voted ballot will go into. On this envelope you will fill out your name, address, birthday, last four of your social security number, a daytime phone number, and your signature and date. You will then vote your ballot and put it in this envelope. Once you seal your envelope there is tag you pull off and take with you. This tag has the envelope number on it.
5. What happens with the blue provisional?
a. It will be put into the emergency bin by you, the voter, until the close of election. It will then be taken out of the bin by a non-partisan election team and taken to the County Clerk’s Office where the signatures on your blue provisional envelope will be compared to your signature on your Voter Registration Card on file in County Clerk’s Office. Once the signature is confirmed your blue provisional envelope will be opened by a non-partisan team and entered into the election system so your vote will be counted. If the signatures do not match, that vote, unfortunately will not count.
6. If I do not have a valid photo id with the new law how do I go about getting a Non-Driver’s License?
a. If you don’t have a valid photo ID, the Missouri Secretary of State’s office will help you obtain one (1) nondriver license for free. We can help you obtain the documents you need at no cost to you.
To obtain a nondriver license from the Missouri Department of Revenue, you will need to provide the following:
1. Proof of Name, Date of Birth, Place of Birth
U.S. Birth Certificate OR U.S. Passport OR U.S. Certficate of Citizenship, Naturalization or Birth Abroad OR a photocopy of a certified U.S. Birth Certificate accompanied by a U.S. Military Identification Card / U.S. Military Discharge Papers
2. Social Security Number (verbally or by presenting card)
3. Proof of Missouri Residential Address
Utility Bill – Paycheck – Government Check – Mortgage Document – Voter Identification Card – Property Tax Receipt – Housing Rental Contract – Bank Statement – Homeless Shelter Address
