March 17, 2025
The Shelby County Commission met on Monday, March 17, 2025 at 8:30 a.m. at the Courthouse. Those present were Presiding Commissioner, Terry Helmick, Commissioners, Ray Bacon, Terry Mefford, and County Clerk, Stephanie Bender.
The Commission reviewed and approved the minutes of the March 13, 2025 meeting by a vote of 3-0 with Terry Helmick, Terry Mefford, and Ray Bacon voting yes.
Sheriff, Arron Fredrickson was in to inform the Commission he is taking one of the Deputy trucks to Hines to get it repaired after hitting a deer.
Collector, John Chinn was in to submit the City Tax Collectors fee for 2024. The collections totaled $15,625.09. They discussed SB190 and its impact on Shelby County. It will cost the county with extra paperwork, manpower, and the tax decrease.
Commission and County Clerk, Stephanie Bender discussed the SRO Officer and how the pay is figured. Ray Bacon made a motion to issue a contract for the SROs until June 1st. Terry Mefford seconded, motion passes with all voting yes.
The use of digital recording devices for the Commission meetings was discussed. Commission will have a trial period of the digital media for 2 weeks and then reevaluate if this is a helpful tool for the meetings.
Road and Bridge Supervisor, Tyler Gordan was in to discuss Shelby Roads 236 and 261. This road will require a lot of dirt work and gravel to fix, and the fiber might be where they are needing to dig. It was also stated that there might be a culvert damaged on Shelby 426.
Commission checked Shelby County Roads 432, 426, and 420. A few culverts and bridges were checked.
Commission checked the old repeater equipment that is located in the Clarence water tower that needs removed. Commission will make a decision on what to do with this equipment.
Ray Bacon made a motion to give all of the fire departments that serve mutual aid to Shelby County one plat book at no charge. Terry Mefford seconds, motion passes with all voting yes.
Mary McCoy called in to inform the Commission that Shelby 250 needs bladed and gravel.
E911 Supervisor, Stacy Helmick did not report today do to being on the dispatch console.
The Commission adjourned and will meet on Thursday, March 20, 2025 at 8:30 a.m. for their regular meeting.
March 20, 2025
The Shelby County Commission met on Thursday, March 20, 2025 at 8:30 a.m. at the Courthouse. Those present were Presiding Commissioner, Terry Helmick, Commissioners, Ray Bacon, Terry Mefford, and County Clerk, Stephanie Bender.
The Commission reviewed and approved the minutes of the March 17, 2025 meeting by a vote of 3-0 with Terry Helmick, Ray Bacon, and Terry Mefford voting yes.
Ray Bacon checked the intersection of Shelby Roads 236 & 261. The intersection can be fixed how Smith’s want it, but will have to wait until summer. The fence can go ahead and be put in.
Terry Helmick attended the Regional Fire Chief meeting about the red flag warnings and burn bans. He reported that there was discussion about possible Class A Misdemeanors for not following the red flag and burn ban rules. Commission will wait to make any decisions on this until the regional fire departments make a decision as to how they plan to handle the issue.
Commission had a conference call with Nick Smith and Jeff from Septagon Construction. Adam Kuehl with HMN Architect did not phone in on this call. They discussed the possible use of the Sheriff storage building to store materials purchased ahead of time. Nick is still locking down pre-cast dates and contracts. Jeff is working with Schwada’s on HVAC and plumbing. Quality control firms are being looked into. The site will be surveyed on Friday, March 21, 2025. Sent Nick a message about construction insurance.
The Shelbina Special Road District submitted their 2024 Financial Report.
Ray Bacon made a motion to lift the burn ban. Terry Mefford seconded, motion passes with all voting yes.
Commission spoke with Lori Smith from MoDot about the new bridge going in on Shelby 250 & 267 over the Tiger Fork River. She will also send the Commission information about the Shelbina Lake Bridge.
A&W was contacted about removing the co-ax that is in the tower at Clarence.
Clerk, Stephanie Bender informed the Commission the railing on the steps to the south door is not in safe condition. The south door to the Courthouse will be locked until the railing is fixed. She also informed them that the east side of the fence around the propane tanks is broken and needs repaired.
The process of paying bills for the building of the jail was discussed. It was decided that the Commission will sign off on the invoices then send them to the bank to have them paid.
Hawkins Insurance was contacted about the shingles the Courthouse has lost with the high winds we have been having. He will send someone to inspect the damage.
Rob Southers was in to inform the Commission his cost for materials to build a bathroom and Election storage room on the first floor will be $1,000. Labor will be on top of this cost. Ray Bacon made a motion to have Rob do the renovations to the breakroom. Terry Mefford seconded, motion passes with all voting yes.
Road and Bridge Supervisor, Tyler Gordan was to discuss the overtime and ask if the Road and bridge department could be paid out for it instead of accruing it per the Personal Policy Book. Terry Mefford made a motion to approve 8 hours of overtime pay for Road and Bridge per week until the Commission decides to do away with it. Ray Bacon seconded, motion passes with all voting yes.
The Commission adjourned and will meet again on Monday, March 24, 2025 at 8:30 a.m.
