County Collector Presents Breakdown of Contracted Commissions

The Shelbina City Council met in regular session on Tuesday, April 14, 2026, at city hall.
City Clerk Jordan Mahaffey administered the oath of office to Mayor Al Dimmitt, City Marshal Jeff Brown, Alderman Nick Broughton and Alderman Chad Wharton.
A motion was seconded and approved to approve the agenda.
Public Comment
Shelby County Collector John Chinn presented the council with a breakdown of the contracted commissions for the 2025 tax year (March 1, 2025, to February 28, 2026) and statement of annual collections.
Chinn said he collected $17,100 for all of Shelby County. Shelbina is the largest tax collector in Shelby County when it comes to cities. Shelbina collected $9,866.27 in taxes. He added that in real estate, Shelbina is close to 99 percent collected in the current year, and 92 percent in personal property.
“Compared to the other cities, you’re in excellent shape as far as tax collection,” Chinn told the council.
Chinn added the city has $7,322.19 in back taxes in real estate for 2023-2024 combined still to collect. The city has collected $5,609.23 in delinquents, so the total delinquents in 2024 and prior tax years is 1,712.96. In personal property, they had $11,590 on the books when they started, collected $9,524, leaving a balance of $2,895.63.
Chinn introduced Mariah Jones, who is candidate running for the Collector’s position.
Chinn noted that, although he will not seek re-election, the tax agreement will remain unchanged as it is between offices, not individuals.
Will Donath inquired about his son not being rehired and not receiving notification; it was noted the matter resulted from a communication oversight, and appropriate follow-up will be conducted.
Special Announcements:
Mayor Dimmitt updated the Council on a response from the County Commissioners regarding BRO funding. The City had requested information and documentation on the funds; the County responded it would not provide payment. Mayor Dimmitt will submit a follow-up request for documentation.
Consent Agenda
Wharton inquired about an MFA bill; it was determined a decimal error had occurred. Clerk Mahaffey will void and reissue the check with the correct amount. A motion was seconded and approved to approve the consent agenda items.
New Business
A motion was seconded and approved to run a graduation ad in the Shelby County Herald
A motion was seconded and approved to advertise for the golf course clubhouse restaurant bi-weekly in the Shelby County Herald.
A local business inquired about placing yard signs at the Shelbina Lake entrances. The Council noted that this would create difficulties for mowing and did not approve the request. The Council suggested the business may instead place a flyer inside the golf course clubhouse.
A motion was seconded and approved to accept the bid from Dust Solutions for dust control at the lake in the amount of $2,919.10, plus an additional 140 feet estimated at $200, and for the city in the amount of $4,071.00.
A motion was seconded and approved to go with Univar Solutions, Brenntag, SJ Smith and Hawkins Inc., for chemical bids as presented by City Superintendent Brian Fifer.
A motion was seconded and approved to declare the 2018 John Deere 35G Mini Excavator and the 2003 John Deere 310SG Backhoe as surplus equipment and to proceed with soliciting bids.
An easement request for 107 Circle Drive was discussed. It was noted that the matter had been previously brought before the Council, and the property owner is not yet ready to proceed. Fifer will contact the owner for additional information and report back at the next meetng.

A motion was seconded and approved to approve Resolution #26-03 as presented, accepting Brenntag Mid-South for 2026-2027 Water Plant Chemical Bids and Pool Chemical Bids
A motion was seconded and approved to approve Resolution #26-04 as presented, accepting Hawkins, Inc. for 2026-2027 Water Plant Chemical Bids and Pool Chemical Bids.
A motion was seconded and approved to approve Resolution #26-05 as presented, accepting Univar Solutions for 2026-2027 Water Plant Chemical Bids and Pool Chemical Bids.
A motion was seconded and approved to approve Resolution #26-06 as presented, accepting S J Smith for 2026-2027 Water Plant Chemical Bids.
Other Business:
Information for Sunshine Law Training that will occur Thursday, April 30 at 10 a.m. was presented.
Mahaffey updated the council that the LAGERS LEARN Conference has no registration cost to attend, with the only expense being one night’s hotel stay.
Budget Report:
Finance Meeting is scheduled for Tuesday, April 21 at 6 p.m.
Department Reports:
Updates were provided to the Council by Mayor Al Dimmitt, City Attorney Jim McConnell, City Marshal Jeff Brown, and Mahaffey.
Arnie Neely thanked the council for the concrete driveway entrance on City right of way. A short discussion was held regarding purchasing items locally when available. A short discussion was held regarding looking into different nuisance penalties.
Fifer provided an update to the council, stating that crews have been busy completing job
orders and picking up brush. Ditches are currently being cleaned, and it was noted that drainage would improve if trash and leaves were not allowed to accumulate in them. Street patching has been completed, and a couple of pole change-outs have been finished. Work is ongoing on the budget, and the lake has been prepared for the season. Additionally, numerous joint lines locates have been conducted.
Closed Session
A motion was seconded and approved to hire Gracynn Lanpher for golf course
attendant at the wage discussed.
A motion was seconded and approved to hire the following for Shelbina Aquatic Center: Shelby Buckman as manager, Amarra Nelson and Sophie Dovin as co-assistant managers, and Holland Brendle, Lauren Craig, Bella Gill, Bree Gill, Raegan Hammond, Mailyah Lewis, Kylie Million, Callie Moellering, Taylin Prange, Rilynn Schaefer, and Kenzie Wilt as lifeguards.
A motion was seconded and approved to approve a contract with Tara Fohey for lifeguard certification, recertification, and in-service training services at $225 per certification, $175 per recertification, $30 per hour for in-service training, and $4.50 per guard per day for outside group training.
