The Clarence City Council met on April 10, 2025, at 6 p.m.
Present: Mayor Willie Hendricks, Aldermen – Troy Renner, Dennis Williams, Myrna Carothers and Patrick Parker (6:08 pm), Police Chief Raymond Barton, Fire Chief Chris Wilson, Court Administrator Tammy Wilson, City Attorney Jim McConnell, Superintendent David Burnett, Police Officer Taylor Enlow, City Administrator Dennie Carothers and City Clerk Cindy Bowman
Guests: Jim Johnston, Tara Fohey, Lisa Skelton (SCEDB) and Brandie Bowles.
Mayor Hendricks called the meeting to order at 6:02 pm with the pledge of allegiance.
There was no public comment.
Alderman Williams moved, with a second by Alderman Renner, to approve the agenda. The motion carried unanimously.
Alderman Williams moved, with a second by Alderwoman Carothers, to approve the minutes of the April 10, 2025 regular minutes. The motion carried unanimously.
The treasurer’s report was given as follows:
Balance Brought Forward: $1,550,414.76
Deposits: $129,093.70
Checks: $121,405.86
Ending Balance: $1,558,102.60
Available for Operations: $910,570.88
Alderwoman Carothers moved, with a second by Alderman Renner, to accept the treasurer’s reports. The motion carried unanimously.
Alderman Renner moved, with a second by Alderman Williams, to approve the payment of the city bills. The motion carried unanimously.
Alderman Parker arrived at the meeting at 6:08 pm.
Tara Fohey addressed the Board concerning the opening day of the pool. Since school does not get out until May 23rd, the certification of the lifeguards will finish up on Saturday, May 24th. Alderman Wiliams moved, with a second by Alderman Renner to move opening day for the pool to Monday, May 26th. The motion carried unanimously.
Brandie Bowles gave the Board an update on the Lake Committee. The committee had received information that feeder fish should have been placed in the lake before restocking so to provide food for the newly stocked fish. She
had obtained information from Harrison Fishery and Nemo Fishery on prices for feeder fish. Officer Taylor Enlow stated that he could provide 160 pounds of feeder fish from a local waterway, 30 to 50 pounds at a time, over the summer for $850. Alderman Parker moved, with a second by Alderman Williams, to purchase 160 pounds at $10.00 per pound from Nemo Fishery and have Officer Enlow provide additional fish over the summer. The motion carried unanimously.
City Clerk Bowman presented the bid specs for trash service. The current contract ends July 31st. After reviewing the specs, Alderman Williams moved, with a second by Alderman Parker, to approve the bid specs with the change of the due date for bids to June 20th, with the award to be made by July 1. The motion carried unanimously.
A quote for replacement of the two air conditioning units in the Library was reviewed. Alderman Renner moved, with a second by Alderman Williams, to direct Administrator Carothers to seek additional quotes before a decision is made. A special meeting will be held if necessary to select a contractor. The motion carried unanimously.
The Superintendent report was reviewed. Estimates for roof repair of the City Hall Building were reviewed. Alderman Renner moved, with a second by Alderman Parker, to seek bids for a) edges only, b) edges plus south one third of the roof and c) the entire roof. The budget will determine which option will be pursued. The motion carried unanimously.
Alderman Williams moved, with a second by Alderman Parker, to approve the Superintendent report. The motion carried unanimously.
The Fire Chief report was reviewed and approved by a motion from Alderman Renner, with a second by Alderman Parker. The motion carried unanimously.
The Municipal Court report was reviewed. Alderwoman Carothers moved, with a second by Alderman Renner, to accept the court report. The motion carried unanimously.
The Police Chief report was reviewed. Discussion was held regarding the vandalism to the stage area in the park. Police Chief Barton requested authorization to post a reward of $100.00 for information leading to the conviction of the persons involved in vandalism. Alderman Williams moved, with a second by Alderman Renner, to approve this request. The motion carried unanimously.
Alderman Renner moved, with a second by Alderman Williams, to approve the Police Chief Report. The motion carried unanimously.
The City Clerk report was reviewed next. Alderman Williams moved, with a second by Alderwoman Carothers to approve the City Clerk report. The motion carried unanimously.
Administrator Carothers introduced Lisa Skelton, Shelby County Economic Development Director. Ms. Skelton would like to host a county-wide meeting with a Tri-State Presenter from Culver Stockton. Alderman Parker moved, with a second by Alderman Renner, to co-host the meeting. The motion carried unanimously.
Alderwoman Carothers moved, with a second by Alderman Williams to accept the City Administrator report. The motion carried unanimously.
Police Chief Barton stated that the faucets in the park bathrooms need to be replaced. Alderwoman Carothers moved, with a second by Alderman Williams, to replace the faucets with the push button type. The motion carried unanimously.
Family members of Gabriel Parker have asked to plant a memorial tree at the lake. Alderwoman Carothers moved, with a second by Alderman Renner, to authorize the Lake Committee to work with the family on this request. The motion carried unanimously.
Alderman Renner moved, with a second by Alderwoman Carothers, to go into Closed Session pursuant to RSMo. 610.021 Subsection 1 Legal action, Subsection 2 – Leasing, purchase of sale of real estate and Subsection 3 – Hiring, Firing, Disciplining or Promoting of particular employees. On roll call vote, the motion carried as follows:
