DNR Reduces City’s Penalty

The Shelbyville Board of Aldermen met Monday, November 1, at city office at 6 p.m. Present were Mayor Vanskike, Aldermen Brad Willey, Jerry Myers and Paul Sulser, City Clerk Gina Mesmer, City Superintendent Randy Shores, Will Donath and Owen Donath. Alderman Rob Southers was absent.
The minutes and bills were approved.
Will Donath brought in a proposal for mowing the lake and cemetery for next mowing season. The city is discussing various options such as a bigger mower or part-time summer help with fixed hours. No decisions were made.
On the demolition grant, the historical pictures have been sent to State Historical Preservation Office (SHPO). The city is waiting on approval. Cindy Hultz with Mark Twain Regional Council of Governments (MTRCG) hopes to have the bid packets approved by Community Development Block Grant (CDBG) within a week. Alderman Sulser made a motion to approve a 60-day tear down and Alderman Willey seconded the motion. Mesmer will inquire about weather conditions that could extend the time.
Department of National Resources (DNR) reduced the initial penalty amount in the Abatement Order of Consent contract by 20 percent bringing the penalty to $2,933.60. Mesmer sent a check and the signed contract to DNR. It has been signed by DNR and the city will have until October 20, 2022, to complete the UV Disinfection at the lagoon.
The city received a quote for a larger 96” mower for around $38,000. The board discussed options of buying a larger mower to reduce the hours spent mowing or hiring a part-time summer helper to run the equipment we have. Discussion on how much to put in the budget for next year’s costs in order to be covered either way. Alderman Sulser make a motion to add $38,000 in the budget. Alderman Myers seconded the motion. Motion passed.
The city truck will need new tires soon. Shores got quotes from Mellons and Eagan’s Service. Eagan’s Service had the lower bid. Alderman Myers made a motion to go with the Michelin tires from Eagan’s. Alderman Sulser seconded the motion. Motion passed.
The health insurance premiums for 2022 came in with a 7.8 percent increase. Alderman Myers made a motion to approve the renewal and Alderman Willey seconded the motion. Motion passed.
Shores asked if he could receive an increase in his pay. Mayor Vanskike said they should go into executive session to discuss employees. Alderman Sulser made a motion to go into executive session and Alderman Myers seconded the motion.
The board returned to regular session. Alderman Sulser made a motion to give Randy a $3 an hour increase in pay. Alderman Willey seconded the motion. Motion passed.
The next meeting will be December 6.
