City Approves Changes to Camping Rates

The Shelbina City Council met in regular session on Tuesday, June 11, 2024, at city hall.
Citizen Participation:
Roy Lee and Eileen Dawkins addressed the council concerning the fence issue they are having with their neighbor. The issue started when Dawkins’ neighbor had the land surveyed and they had been maintaining part of the Dawkins property. Dawkins’ neighbor purchased the land that was in dispute. The Dawkins wanted to erect a fence so there was no more confusion on where the property line was. Due to some health issues the Dawkins were unable to weed eat the fence in a timely manner. They have since complied with the city nuisance ordinance and have taken care of the overgrown weeds. Roy Lee and Eileen did not obtain a building permit before the fence was erected, but there are several other citizens that would be in violation of this policy also and the city is not going to start handing out violations to everyone, so the city will not force the Dawkins to move or take down the fence. The city is just asking that the Dawkins maintain both sides of the fence. The city considers any other issues with the fence to be a civil issue between the two parties.
Special Announcements:
The council expressed their appreciation to Lucas Broyles and the other Boy Scouts for all the work they did on the shelter house.
City Marshal Jeff Brown will be getting with MIRMA to see about setting up a shooting simulation that the council can participate in.
It was mentioned that the council would like to place some kind of dedication to a long-time season pass holder at the golf course.
Unfinished Business:
A motion was seconded and unanimously approved to change the camping rates to include Wi-Fi prices with $70.00 more for the current year for season camping, $365.00 for 28-day camping, $110.00 for 7-day camping, and $25.00 for 50amp camping.
A motion was seconded and unanimously approved to accept the insurance settlement of $27,099.00 for the 2020 Chevy Tahoe police vehicle.
A long discussion on purchasing a new police vehicle was held. The council would like for the police department to try to reduce the price quoted for the new vehicle and all the police equipment it will be outfitted with. A motion was seconded and unanimously approved to purchase a 2025 Ford Explorer, and outfit it with all the police equipment needed for the quoted price of $60,050.76 from Commercial Upfits.
New Business:
A motion was seconded and unanimously approved to close the checking account at Community State Bank ending in number 5101 and moving all remaining money to the Community State Bank checking account ending in number 4501.
A motion was seconded and unanimously approved to run an ad in the paper twice a month until November for the golf course club house hours and food specials.
A motion was seconded and unanimously approved to obtain service for credit card transactions at the golf course with Celero Commerce and a credit card machine coming from DaJavoo.
A motion was seconded and unanimously approved to send a letter to IPKeys requesting that they are released from their contract and their service was no longer needed.
The council held discussions on Brightspeed fiber build, a building permit application, and the golf cart /all-terrain vehicles.
Ordinances and Resolutions:
A motion was seconded and unanimously approved by the council to adopt Bill No. 24-08 as Ordinance #1392, which was read twice in name only, agreeing to sell real
property owned by the City of Shelbina, Missouri to McClure Joint Living Trust.
Department Reports:
Mayor Al Dimmitt gave update on Economic
Development. The City Attorney, City Marshal, City Clerk, and City Superintendent all gave updates and reports to the council.
Employment:
A motion was seconded and unanimously approved to hire Maison Elrod and Perry Dimmitt to be lifeguards with pay being $12.30/hr.
