City to Purchase Vehicle For Police Department

A dangerous structure hearing was held before the Shelbina City Council meeting on Tuesday, September 10, 2024.
A motion was seconded and approved to accept the agenda.
City Superintendent Brian Fifer presented to the council that the trailer at 605 Ridge was in disrepair. Pictures of the property was shown to the council. A discussion on animals, the campers parked, and how to proceed with cleaning was held. Mayor Al Dimmitt thought that it would be worth the risk to remove the campers and demolish the trailer and move forward with the yard clean up.
A short discussion was held about the property across from 605 Ridge. Fifer will meet next
week with a representative at Mark Twain Council of Governments about the demo grant that the city will be applying for.
A motion was seconded and approved to officially deem dangerous and unsafe for occupancy and needing demolished for the property located at 605 Ridge.
City Attorney Jim McConnell will draft a letter to send them about the property being condemned giving them 20 days to take care of it or the city will proceed with demo.
At 5:30 p.m., a motion was seconded and approved to adjourn the hearing to deem 605 Ridge dangerous.
The regular city council meeting was called to order at 5:30 p.m.
Special Announcements:
Dimmitt is attempting to contact someone about the Family Dollar vacant building. He will try looking up a contact for the owners Imperial 7 Properties, LLC out of Jefferson City.
Unfinished Business:
A long discussion was held about purchasing a used police car or a new police vehicle. Shelbina City Marshal Jeff Brown indicated that the Tahoe transmission will be fixed and is under warranty. Brown will not know if Monroe City would be able to purchase the Tahoe until the end of September. The equipment from the Tahoe will be moved to the used Dodge Charger. The only equipment that will need to be purchased for the charger would be the console. The highway patrol may put new tires on the charger also. The council would like for Ben to see about a service agreement or an extended warranty for the used car.
A motion was seconded and approved to purchase a used Dodge Charger for $22,900 from the highway patrol pending the sale of the Tahoe and a new police vehicle would be placed in the fiscal year 2025-2026 budget.
A motion was seconded and approved to allow Mayor Dimmitt to sign the form allowing the City to apply for the police grant that would be 35% of the used car purchased.
A short discussion was held about having the City police cell phone number available to the public and the best way to get that number out there. It was determined that the best way to contact the police would be to dial 911.
New Business:
A motion was seconded and approved to allow the Knights of Columbus to collect donations at the 4-way stop on October 5.
A motion was seconded and approved to allow the golf course to purchase an ad for the Shelby County Sheriff wall calendar for $175.
A motion was seconded and approved to prorate Janice’s personal time and include that on her separation check.
A short discussion was held on getting the employee handbook to state that the only positions that are allowed to be 32 hours with benefits for the three office positions and that the benefits would be prorated based on the 32 hours of work.
A motion was seconded and approved to allow Kent O’laughlin to have a driveway on City owned property off the City road going to the golf course and he will gravel and keep the driveway maintained.
A motion was seconded and approved to have Jim McConnell send the heirs of 605 Ridge Street property a letter stating that in exchange for the heirs signing over the deed to the property to the City of Shelbina, the City would forgive all debt owed on taxes and utilities on said property and a request sent to the judge to withdraw the active warrant issued for one of the heirs.
Fifer informed the council that Corey Eagan will have the road at the cemetery worked on and Fifer approved the company doing the work will be parking their equipment at the street shed.
Council decided to have Michaela Christoffer, as Treasurer for the City, sign the new application for Tractor Supply credit card.
The City was approached by a citizen that would like to purchase property at 216 W Maple. The City has been mowing it but the City does not own it. The City demolished the structure on the property in 2023. The cost of the demo will be invoiced out to the property owner and will be placed on the taxes after the allotted time. The City will no longer be mowing the property, and a letter will be sent by Jim McConnell to see if the owner would deed over the property to the City in exchange for forgiveness of the debt to demo the building.
Department Reports:
Al Dimmitt gave updates on Economic Development. City Attorney, City Marshal, City Clerk, and City Superintendent all gave updates and reports to the council.
A motion was seconded and approved to enter closed session. Only persons attending the closed meeting was the full council, Fifer, and McConnell.
A motion was seconded and approved to come out of closed session.
A motion was seconded and approved to place an ad in paper for the City Clerk position.
