City Discusses Maintenance Needs at Waterplant

The Shelbina City Council met in regular session on Tuesday, September 24, 2024, at city hall.
Citizen Participation:
Spencer Keiser with Globe Life was on hand to present supplemental insurance options for the City of Shelbina employees. Only request was that they fill out an application and set it up to do that through payroll deductions. He will be coming back later to present to the employees during their open enrollment period. Clerk will get with him to set that up.
A motion was seconded and approved to fill out an application for supplemental insurance to be offered to city employees at their own expense through payroll deductions and to allow Globe Life to be present during open enrollment.
Special Announcements:
It was discussed that Farmer’s Day was a success. The city appreciated all the volunteers responsible for getting it organized.
Unfinished Business:
A short discussion was held on the Ridge Street property the City had recently purchased. City Attorney Jim McConnell is working on a letter to send to the previous property owners.
Councilman James Simpson asked about weeds being up next to one of the alleys in town. He was wondering if they can issue a nuisance to the property owner or if the City would spray that area in the spring.
New Business:
A motion was seconded and approved to close the Shelbina Lake on November 9th for regular season campers but keep the east side open for deer hunters through firearm season.
A short discussion was had on the Wastewater Treatment Facility screw pumps needing maintenance. The lower bearing was replaced in 2008, and the upper bearing went out now needing replaced. Cost of replacement and labor would roughly be $25,000. City Superintendent Brian Fifer is going to be gathering numbers and information to turn it into a lift station by Spring.
A short discussion was held on the 2025 Demo Grant application. Fifer will have a meeting about the 2025 Demo Grant September 30, 2024 at 2:30 at the City Hall.
Fifer informed the Council that Sunday September 15, the main breaker went down at the Water Plant and had to connect with CCWWC until Wednesday, September 18th.
A discussion on Drug Court will be held in April 2025.
A Special Meeting on Personnel was held on September 18, 2024, to discuss personnel policies and procedures. A motion was seconded and approved to accept the personnel committee’s recommendation to increase Michaela Christoffer and Muriah Schuman’s hourly wages.
Ordinances and Resolutions:
A motion was seconded and approved by the council to adopt Bill NO. 24-14 Ordinance #1398 amending and rescinding ordinance 1391 of the general ordinance municipal code of the City of Shelbina, Missouri, adjusting deposit requirements for customers of the City of Shelbina Municipal Utilities.
Other Business:
A motion was seconded and approved to allow Charlene Brengle to put on the Halloween Walk at the Shelbina Lake on October 26, 2024, and the City will donate a $25 gift card to be used at the golf course.
