The Shelbina City Council met in regular session on Tuesday, January 14, 2025, at city hall.
New Business
The Shelbina Carnegie Library approached the City Council to inquire about the city mowing their property or including the library in the bids for recreation mowing services. The city council responded that they could add the library to the city’s mowing bids, provided the library submits a clear description of the property to be mowed. The library would then be billed for its portion of the total mowing costs.
There is a free Sunshine Law Training being held January 29th, Mayor Al Dimmitt has asked if Billing Clerk Muriah Schuman can attend, and City Marshal asked if Police Clerk Ashley Bramblett can attend.
The 41st Judicial Circuit Treatment Court requested a $1,500.00 contribution to support its program. A motion was made and seconded to approve the donation.
The electric department reported efforts to replace 2-4 poles per month, noting that supplies are running low, and poles are on significant backorder. To address this, pre-ordering is necessary. Mayor Dimmitt inquired if any associations the city is a part of could explore a bulk order to reduce costs. The estimated cost is $18,666, subject to availability and price, and would fall under line repair and maintenance. A motion was made and seconded to approve the purchase, not to exceed this amount, while attempting to secure a lower price.
The council discussed a settlement offer for a fatal accident claim which is less than the total cost for repairs. The council decided to table the decision until the next council meeting.
Ordinances and Resolutions
A motion was seconded and approved to adopt Bill No. 25-01, which was read twice, as Ordinance No 1802, regarding setting rates and charges for Shelbina recreation facilities.
A motion was seconded and approved for Resolution 25-02, accepting the Missouri Association of Natural Gas Operators (MANGO) Cooperative Communication Agreement for 2025.
Other Business
The City Clerk presented the 6-Month Financial Statement to be published. The Council asked for a transfer to be made from gas to joint gas to repay for the creek bore construction project. A motion was seconded and approved to publish the financial statement after the transfer has been completed.
Budget Report
A short discussion was held regarding the budget and the need to schedule a finance meeting in February.
Department Reports
Economic Development: Mayor Al Dimmitt reported Lisa Skelton is the new director for Shelby County Economic Development. Dimmitt stated they have just completed a new budget and will meet again on January 23.
City Attorney Jim McConnell and Marshal Jeff Brown gave updates and reports to the council.
City Clerk Jordan Mahaffey proposed a new service agreement with Crexendo for city telephone service. A motion was seconded and approved to sign the new agreement.
Mahaffey requested permission to attend the MoCCFOA New Clerks Institute and Spring Institute in March to gain knowledge on her new position. A motion was seconded and approved to pay for the Institute and expenses.
Mahaffey gave updates on the City Website, the .gov switch, and the iPads. Once the iPad cases are in, the council will be trained on use and best practices.
City Superintendent Brian Fifer gave updates on the job orders the utility employees have been working on since the previous meeting. Fifer stated the lake bridge has made progress but due to weather conditions it has slowed down. He also stated the 605 Ridge St cleanup has been completed.
A short discussion was held regarding issuing a Special Use Permit for 201 SE Service Road. A motion was seconded and approved to allow the property owner to apply for Special Use Permit.
Closed Session
A motion was seconded and approved to accept the bid made by Kevin Glover to purchase the wedge of land on SE Service Road.
Wage increases were proposed and approved for City Employees.
The Council deliberated and approved matters concerning hiring Amy Dunlap, hiring a candidate for the police academy, and disciplinary action for the Police Department.
