School Board Approves 2025-2026 Budget

The Shelby County R-IV School Board met in regular session on Wednesday, June 11, 2025, in the South Shelby Middle School library.
The board approved the agenda, the consent agenda items, and the current bills for the month.
Superintendent’s Report
Superintendent Billy Daleske gave his report saying foundation repairs would begin in the next two weeks. He said summer school was underway, and he met with the team to work on updating the District CSIP. Daleske said financially the school was currently sitting at 101.14 percent with one month of revenue yet to go.
“We have expended 89% of our total estimated expenditures with three months of payroll that will go out in June,” Daleske told the board. “Some of those numbers are going to jump significantly, but that’s expected.”
Daleske gave a brief update on ESS, which deals with substitute teaching. He said the contract with them runs out on June 30, 2026. He said it was a good company, but the board will need to look closely at whether they want to continue with the company.
Principal’s Reports
Elementary Principal Katie Stueve said they had 55 enrolled in summer school. She said they are approximately at 65 percent of the students enrolled are attending summer school. She said there were a lot of end-of-year activities, award assemblies, and field trips that wrapped up the year.
She said she got a report from Hannah Snider and Megan Conrad on the Cardinal Snack Pack Program (Buddy Pack). They used to do it through the food bank, and they decided to move it to an in-house model last year because those ladies wanted to take on the project and meet the students’ needs a little better.
“We served 20 families and that included 36 students,” said Stueve. “We served 815 snack packs throughout the school year, September through May, and we also gave extra snack packs over Thanksgiving and Christmas.”
Stueve said many businesses that donated to the food bank, donated to the school to help with the program. She told the board that the businesses donated so much that they already have a head start on the program for next year.
Middle School Principal Curt Bowen reported there was a lot of activities going on to wrap up school year, such as cleaning all the lockers out, and getting chrome books and chargers handed in. He added they are already talking to the teachers about getting a list of school supply stuff they may need for next year.
Bowen shared a report with the board that was sent in from the Missouri State Highway Patrol regarding all the state information regarding the bus inspections. South Shelby received a 100 percent rating. He said they will start going through the buses later this summer and start getting them ready for the next school year.
High School Principal Tim Maddex said they were getting ready to evaluate and they were going with a new program called IXL, which they can use to look at skills in the core areas which are Math, Science, English and Social Studies. The first training will be held on August 13.
Maddex said the schedule is ready to go next year, including several dual credit classes. Mr. Mitchell will offer Current Events, Mr. Whitson is going to offer a dual credit Statistics class, Mr. Hillard will teach a dual credit Medical Terminology class for the first semester and dual credit Environmental Science class the second semester.
“It’s pretty cool that we have teachers in house that are certified to teach dual credit and they’re taking advantage of it,” said Maddex. “We’re excited about that, and we already have kids enrolled in those classes.”
Maddex said they invited 13 kids to summer school and six have attended.
He mentioned the golf team getting second place at the state meet and the many accomplishments of the track members at the state meet.
He said three players made the CCC baseball teams. They were Tucker Elliott, Gage Timbrook, and John Schmidt. Elliott and Timbrook also made the All-District teams.
New Business
A motion was seconded and approved to amend the 2024-2025 budget to Actual Expenditures/Revenues to end of June 2025.
