Colonel Michael A. Turner, superintendent of the Missouri State Highway Patrol, would like to announce the following promotion effective June 16, 2025:
Elisha M. Carlock has been promoted to Assistant Director of the Patrol’s Criminal Justice Information Services (CJIS) Division.
Assistant Director Carlock began her career with the Missouri State Highway Patrol in 2005 as a Fingerprint Technician with CJIS. In 2008, Carlock was promoted to Fingerprint Technician III. She was promoted in 2012 to Criminal History Technician II. In 2014, she was promoted to CJIS Technician II, and in 2016, she was promoted to CJIS Technician III. Carlock was promoted in 2018 to CJIS Trainer/Auditor, and she became a CJIS Program Supervisor in 2020. In 2024, she was promoted to Senior Program Specialist. Prior to her career with the Missouri State Highway Patrol, Carlock served in the United States Air Force from 1999 to 2005. There, she attained the rank of Senior Airman.
Carlock grew up in California, MO, and graduated from California High School in 1995. She went on to attend Metro Business College in Jefferson City, MO, in 1996, earning an administrative assistant certification. Carlock completed her Bachelor of Arts in 2011 at Columbia College in Jefferson City, MO. She also completed Police Leadership West Point Model, as well as several other trainings over the course of her career. She is married and has three children.
