The Shelby County Elected Officials met on Thursday, July 7, 2025 at 8:15 a.m. in the courtroom. Those present were Collector, John Chinn, Presiding Commissioner Terry Helmick, Commissioners, Ray Bacon, Terry Mefford, County Clerk, Stephanie Bender, Treasurer, Tracy Smith, Assessor, Liz Miles, Circuit Clerk, Tammy Snider, Prosecuting Attorney, Jordan Force, Judge Greenwell, Public Administrator, Rachael Bichsel, and, Recorder, Audrey Buzzard.
Terry Mefford informed everyone the walls of the jail should be erected by the end of the week.
Jordan asked what the timeline looked like for the windows, doors, and HVAC systems.
Stephanie stated the windows and doors will be replaced this fall. The HVAC will be in the spring.
John informed the group he is receiving questions about the change order for the jail.
Terry Helmick informed him because of having to dig deeper to get to solid ground there was more fill dirt.

· Liz informed everyone she calculated the revenue.
· John said lots of lawsuits are being filed in the St Louis area. The Collectors’ Association feels this goes directly against the Constitution as you cannot tax one group of people and not another.

· This will have to go on the ballot in April of 2026 for the citizens to decide.
Liz asked what it means to be an Agri-Ready County?
· T. Helmick states when an Ag company looks to move into the area they look for certain things and being an Agri-ready county might be one of those things.
· Liz asks if it changes the rules for hog confinements?
· Ray states it doesn’t really change anything. It is just a title.
The update on the bathroom on the main floor is that it is still in the works and we are not sure when it will be completed.
Ring doorbells will be here in a few weeks.
The fact that the paper might not publish the commission minutes every week was discussed.
The minutes not going into the paper immediately was addressed. It was stated that since the minutes were not approved and sometimes changed, it was felt better to not publish until they were approved. Was told that maybe we should go ahead and publish them and put Unofficial Minutes that way if changes need made it won’t be necessary to post the amendments.
The Tax Sale ad will be coming out this week in the paper.
Next Elected Officials meeting will be August 4, 2025 at 8:15 a.m.
