July 14, 2025
Terry Mefford, Ray Bacon, and Stephanie Bender conducted a closed meeting at 8:00 am.
Ray Bacon made a motion to enter into closed session at 8:00 a.m. pursuant to Missouri Statute 610.021 Subsection (3), RSMo Personnel Issues. Terry Mefford seconded, votes are Ray Bacon (yes), and Terry Mefford (yes) motion passes to enter closed session.
Terry Mefford made a motion to go out of closed session pursuant to Missouri Statute 610.021 Subsection (3), RSMo Personnel Issues at 8:40 am a.m. Ray Bacon seconded. Motion passes with Terry Mefford yes, Ray Bacon yes. Motion passes

The Shelby County Commission met on Monday, July 14, 2025 at 10:00 a.m. at the Courthouse. Those present were Presiding Commissioner, Terry Helmick, Commissioners, Ray Bacon, Terry Mefford, and County Clerk, Stephanie Bender.
The Commission reviewed and approved the minutes of the July 10, 2025 meeting by a vote of 3-0 with Terry Helmick, Terry Mefford, and Ray Bacon voting yes.
The precast company notified the Commission they would not be here today and will hopefully be here on Tuesday. There may be penalties issued to the precast company for the extra cost incurred for being late.
There was discussion about SB190 and then the effect SB3 will have on it.
County Clerk updated the Commission on the status of direct deposit. She has ran into an issue with it and is trying to work this out.
Commission will send out bid request for propane on Thursday.
Ray is checking into getting the Agri-Ready and Purple Heart signs posted on the county highways.
The Commission adjourned. The next Commission meeting will be Thursday, July 17, 2025 at 8:30 a.m.
July 17, 2025
The Shelby County Commission met on Thursday, July 17, 2025 at 8:30 a.m. at the Courthouse. Those present were Presiding Commissioner, Terry Helmick, Commissioners, Ray Bacon, Terry Mefford, and County Clerk, Stephanie Bender.
The Commission reviewed and approved the minutes of the July 14, 2025 meeting by a vote of 3-0 with Terry Helmick, Ray Bacon, and Terry Mefford voting yes.
Commission received an application for employment to the Road and Bridge Department. The application will be reviewed.
Treasurer, Tracy Smith and County Clerk, Stephanie Bender were in to discuss direct deposit. They are working on getting this accomplished.
Russell Vanskike and Liz Miles were in to sign paper work for the grant the Bethel Community Center is applying for through the county. Liz is going to ask a few more questions to MTRCOG on some of the wording.
Road and Bridge Supervisor, Tyler Gordan was in to inform the Commission Kevin Kinser has turned in his 2 weeks’ notice. Road and Bridge are doing ditching and trying to make sure they understand the county easement rules on the gravel roads.
Jason Decher, the surveyor for BP Pipeline, is asking about easements on Shelby 492.
Ray Bacon made a motion to adopt a Resolution # 2025-7 to seek money through the Community Development Block Grant Program. Terry Mefford seconded, motion passes with all voting yes.
Adem Kuehl with HMN Architect was in to discuss the jail progress and issues we are having with the walls arriving on site. Nick Smith with Septagon called in and there was discussion about the panels that have arrived and possibly one of them is incorrect. They will be keeping in close contact with Precast before we accept this panel. The deliveries should be picking up.
The Commission adjourned and will meet again on Monday, July 21, 2025 at 8:30 a.m. for their regular Commission Meeting.
