July 21, 2025
The Shelby County Commission met on Monday, July 21, 2025 at 8:30 a.m. at the Courthouse. Those present were Presiding Commissioner, Terry Helmick, Commissioner, Terry Mefford, and County Clerk, Stephanie Bender.
The Commission reviewed and approved the minutes of the July 17, 2025 meeting by a vote of 2-0 with Terry Helmick and Terry Mefford voting yes.
Precast walls are arriving and going up as scheduled today. No walls arrived on Friday, July 18, 2025.
E911 Supervisor, Stacy Helmick brought in Jackie DiLallo to meet the Commission. She has been hired as a full-time employee.
Roger Hendrix was in to inform the Commission he is working on ditching Shelby 122 and 203.
The BOE committee met. Those attending are Presiding Commissioner, Terry Helmick, Western Commissioner, Terry Mefford, Jerry Myers, and Cody Browning attended by phone. Non-voting members were Assessor, Liz Miles and County Clerk, Stephanie Bender.
Liz Miles informed everyone:
· she mailed out 3,500 impact notices
· Fielded 90 phone calls that were due to confusion from the notices
· 27 minor changes were made to assessments
· 10 individuals called with questions about SB190
· No one called to dispute their assessments
· She stated she hoped everyone received their notices in the mail
With there being no disputes, Terry Mefford made a motion to close the BOE hearing. Jerry Myers seconded. Motion passes. Votes are Mefford yes, Helmick yes, Myers yes, and Browning yes. 2025 BOE Hearings are now closed.
Jerry Myers asked about culvert extensions on Shelby 208. Tyler will contact him to see what is needed for sure.
Robert Conley from NRCS came in to give the Commission information on the Common and Cut-Leaved Teasel plants in Missouri and what to do with them. Commission will pass this information along to Mo-Dot and the Road and Bridge Department as they are very invasive.
Terry Helmick made a motion to approve the updated Resolution for Excessive Force Res # 2025-7B. Terry Mefford seconded with Helmick and Mefford voting yes. This resolution supersedes all other previous resolutions.
Emily Edger with MoDot, Anna Gill with MTRCOG, and Glenn Eagan representing the TAC group were in to discuss transportation needs for Shelby County and to come up with an updated priority list.
Nick Smith with Septagon came in to discuss the jail project and the delivery of the walls.
Commission checked roads 432, 328, 418, 405, 406, 401, 514, 516, 518, and 503 for damage from the rains. Road and Bridge employees are working on the worst of the damage.
The Commission adjourned. The next Commission meeting will be Monday, July 28, 2025 at 8:30 a.m.
