The City of Clarence met Thursday, August 14, 2025, at 6:00 p.m.
Present: Mayor Willie Hendricks, Aldermen – Troy Renner, Dennis Williams, Myrna Carothers and Patrick Parker, Fire Chief Chris Wilson, City Superintendent David Burnett, Court Administrator Tamera Wilson, City Administrator Dennie Carothers, Police Chief Raymond Barton, City Attorney Jim McConnell and City Clerk Cindy Bowman. Guests: James Johnston
Mayor Hendricks called the Property Tax Public Hearing to order at 6:01 pm.
City Clerk Bowman stated that property tax rates calculated to be the same as 2024, $0.9559 for General, $0.1911 for Streets and $0.0956 per $100 assessed valuation for Library.
There being no public comment for the tax hearing, the hearing adjourned at 6:02 pm.
Mayor Hendricks called the meeting to order at 6:02 pm with the pledge of allegiance.
Police Chief Barton asked to have closed session pursuant to RSMo 610.021 Subsection 3 – Hiring, Firing, Disciplining or Promoting of particular employees, added to the agenda. Alderwoman Carothers moved, with a second by Alderman Renner, to amend the agenda as stated. The motion carried unanimously.
Alderman Renner moved, with a second by Alderman Parker to approve the agenda as amended. The motion carried unanimously.
Alderman Parker moved, with a second by Alderman Williams, to approve the minutes of the July 10, 2025 regular meeting. The motion carried unanimously.
The treasurer’s report was given as follows:
Balance Brought Forward: $1,440,735.40
Deposits: $109,720.71
Checks: $238,859.04
Ending Balance: $1,311,597.07
Alderman Williams moved, with a second by Alderman Parker, to accept the treasurer’s reports. The motion carried unanimously.
Alderman Parker moved, with a second by Alderman Renner, to approve the payment of the city bills. The motion carried unanimously.
Alderman Parker moved, with a second by Alderman Renner, to approve the 2025 property tax rates as presented in the tax hearing subject to approval by the State Auditor’s office. On voice vote, the motion carried unanimously.
There was discussion regarding the annual safety dinner. Alderman Parker moved, with a second by Alderman Williams, to discontinue the safety dinner and increase the employee safety award by $50.00 to $150.00. The Natural Gas Safety talk will be presented at the employee carry-in before Christmas. The motion carried unanimously.
Bill No. 2025-005, an ordinance vacating portions of the streets in the Hogan Subdivision, was read by title. Alderman Williams moved, with a second by Alderman Parker, to approve the first reading of Bill No. 2025-005. On roll call vote, the motion carried as follows: AYES: 4-Carothers, Parker, Renner and Williams

Bill No. 2025-005 was assigned Ordinance No. 679.
Bill No. 2025-006, an ordinance establishing a procedure to disclose potential conflicts of interest for certain municipal officials, was read by title. Alderman Renner moved, with a second by Alderman Williams, to approve the first reading of Bill No. 2025-006. On roll call vote, the motion carried as follows:

Bill No. 2025-002 was assigned Ordinance No. 680.
The Superintendent report was reviewed. Alderman Renner moved, with a second by Alderwoman Carothers, to approve the Superintendent Report. The motion carried unanimously.
Fire Chief Wilson presented the Fire Chief report. Chief Wilson stated that the 2025 Shelby County Fair has been scheduled for June 30th through July 5th with the demolition derby scheduled for the 5th. Clarence Fire Department usually helps cover the derby and that would make it difficult to cover the fireworks display that same evening. Alderwoman Carothers moved, with a second by Alderman Williams, to authorize Administrator Carothers to investigate changing the dates on the fireworks contract to avoid this conflict. The motion carried unanimously.
Alderwoman Carothers moved, with a second by Alderman Williams, to accept the Fire Chief report. The motion carried unanimously.
The Municipal Court report was presented. Alderwoman Carothers moved, with a second by Alderman Parker, to accept the court report. The motion carried unanimously.
The Police Chief report was reviewed. Alderwoman Carothers moved, with a second by Alderman Renner, to accept the Police Chief Report. The motion carried unanimously.
The City Clerk Bowman presented a proposal from Munibit for the municipal website. The cost would be $99.00 per month. Alderman Williams moved, with a second by Alderman Renner, to proceed with Munibit. The motion carried unanimously.
Alderwoman Carothers moved, with a second by Alderman Williams, to accept the City Clerk report. The motion carried unanimously.
During the City Administrator report, there was discussion of what needed to be done to the rooms for the Historical Society. Members will meet with City Administrator Carothers on Monday, August 18. Alderwoman Carothers moved, with a second by Alderman Renner, to accept the City Administrator report. The motion carried unanimously.
Alderwoman Carothers moved, with a second by Alderman Renner, to go into closed session pursuant to RSMo 610.021 Subsection 1 – Legal Action, causes of action or litigation involving a public governmental body, Subsection 2 – Leasing, purchase or sale of real estate and Subsection 3 – Hiring, Firing, Disciplining or Promoting of particular employees. On roll call vote, the motion carried as follows:

There was discussion regarding the placement of some of the Flock cameras. Chief Barton and City Clerk Bowman will contact Flock.
