The Shelbina City Council held a planning and zoning hearing on Tuesday, January 13, 2025, before the regular city council meeting.
Shelbina resident David McClure was present to ask about R-1 and R-2 zoning.
“The feeling I get is the south side of Business Highway 36 is for people with more money and bigger homes,” said McClure, referring to tiny homes being possibly built on the north side of Business Highway 36.
Mayor Al Dimmitt said that wasn’t the case.
“The lots are smaller on the north side,” Dimmitt told McClure. “We tried to set the home size to 980 square feet on south side where a tiny home, which has to be approved, would be a minimum of 400 square foot.”
McClure asked who was in charge or enforcing ordinances in the city. The mayor said the police department helps enforce the ordinances. McClure was asking about junk vehicles sitting on properties for a long time. Dimmitt stated if they are licensed, the owner is paying taxes on the vehicle and added it was a tough issue to get people to take care of their property.
With no further comment, the planning and zoning hearing adjourned, and the regular city meeting was called to order.
Special Announcements
Dimmitt updated the council that a certified letter was sent on 12/30/2025 to the Shelby County Commissioners regarding the bridge.
Unfinished Business
A motion was seconded and approved to adopt the updated zoning map, along with the proposed changes to the R-1 and R-2 zoning classifications and the addition of the “Tiny Home” definition to the building code. The updated map is now considered active. City Clerk, Jordan Mahaffey, will prepare and present the formal ordinance reflecting these changes at the next City Council meeting for final approval.
City Attorney Jim McConnell noted that additional work is needed on the building code,
specifically, regarding mobile home regulations. Because these changes were not detailed
in the previous revision, a separate public hearing is required. A motion was seconded and approved to schedule a public hearing on mobile home provisions and any other changes to the building code to be held on March 10 at 5:30 p.m., prior to the regular Council meeting.
City Superintendent Brian Fifer presented bids for the street shed. One bid was received from Strayhorn Construction in the amount of $65,964.13. Approval was recommended
contingent upon Strayhorn submitting the remaining required paperwork. A motion was seconded and approved to accept the bid from Jake Strayhorn.
The City must submit the agreement to CDBG to receive $299,744 in grant funds. There will be extensive paperwork requirements. The asbestos contractor and general inspector have already been approved. A motion was seconded and approved to sign the executed grant agreement.
New Business
Officer Breanna Kadow updated the council on the planning that is underway for the Police charity rodeo. The contractor, Circle K Bar C, submitted a cost of $9,200, which includes full event setup, a “funny man,” and all personnel costs. They requested that the city pay the contractor upfront, with reimbursement coming from event revenue. Mayor Dimmitt asked about the expected ROI; the goal is for the charity fund to see a significant benefit. A few sponsorships have already been secured. Contractor and Fairgrounds will provide and cover the required insurance. A motion was seconded and approved to provide the upfront $9,200 payment to the rodeo contractor and to establish new General Ledger accounts to track all rodeo-related collections and disbursements.
A motion was seconded and approved to donate a family pass to the Shelbina Aquatic Center, valued at $280, to the South Shelby PTO.
The city drafted and sent letters to Representative Greg Sharpe and Senator Cindy O’Laughlin expressing support for the Missouri Municipal League’s opposition to two
categories of proposed state legislation: bills exempting food from local sales taxes and bills requiring municipalities to cover the cost of relocating telecommunications and cable facilities in public rights-of-way.
A motion was seconded and approved for the bi-yearly receipts report to be published.
A motion was seconded and approved to accept building permit signs from Vernon Graphic Solutions.
A motion was seconded and approved to send the annual report to MPUA with their net metering customers.
Ordinances and Resolutions
A motion was seconded and approved to adopt Bill NO. 26-01 as Ordinance #1416, which was read twice in name only, adopting ordinance 1416 of the general ordinance municipal
code of the City of Shelbina, Missouri, relating to rates and charges for Shelbina Recreation
Facilities for 2026 for the City of Shelbina, Missouri.
Other Business
A thank-you letter from drug court was presented, expressing appreciation to the city of
Shelbina for their donation.
A letter from MIRMA Health was presented regarding a return of surplus in the amount of
$12,187.99.
Information was presented from the County Tax Collector John Chinn detailing the breakdown of the 1% County Commission fee withheld from the City’s tax collections.
Department Reports
McConnell updated the council on a complaint from the Attorney General’s office and reported that a response had been sent. He also noted that the pole attachment ordinance, the county ordinance, and the ordinance deeding land back to owners need to
be drafted.
City Marshal Jeff Brown gave his report to the council and noted increased public relations activity during the Christmas season and that Officer Emerson graduated from the academy.
Clerk Mahaffey reported she’s been doing a lot of end-of-year paperwork and payroll numbers for the new year. She said she has been working on documents for the lake and pool. She said she has been working on different promotions and events for the pool for the upcoming season. She said they had 13 shut-offs last week and closed out two accounts. She said election filing ended and she would be sending the information to the county in a couple weeks.
Superintendent Fifer provided an update on recent activities, including repairing the water service line at Jesse Pratt’s, installing electric poles on Ridge Street, painting the Golf
Course Community Room, performing brush pickup and extensive tree trimming, servicing
equipment, completing job orders, and participating in the MIRMA audit.
Closed Session
A motion was seconded and approved to hire Steven Luckett for the Lead Water Plant Operator In-Training at wages and benefits discussed.
